Authorisation

Ausgrid authorisation is required for any contestable work performed by ASPs, on or near Ausgrid’s network. This ensures that the work is carried out in accordance with Ausgrid’s Electricity Network Safety Management System and Ausgrid’s Electrical Safety Rules and Network Standards.
  
Ausgrid’s publication ES4 – Accredited Service Provider Authorisation sets out the mandatory requirements necessary to obtain authorisation for companies and individuals working as Accredited Service Providers (ASPs) to carry out contestable work on or near Ausgrid’s network. The document also details the scope of work authorised individuals are permitted to carry out under their specific category or categories of authorisation.

Granting of authorisation involves entering a formal agreement with Ausgrid. The agreement must be renewed annually and requires the ASP to guarantee their work for a period of three years from defective workmanship and materials. Only those authorised persons who are covered by such an agreement with Ausgrid will be permitted to carry out contestable work on or near Ausgrid’s network.

The applicants must have the required qualifications and can only carry out authorised work as authorised persons whilst in the employment of the ASP as nominated on the application. Sub-contracted individuals working for an ASP will also be considered an employee of the ASP.

A regulated authorisation fee is applicable for each employee applying for authorisation or annual renewal of authorisation. Please see Ausgrid’s publication Connection Policy – Connection Charges for information regarding this fee.

Level 1 Accredited Service Providers (ASP 1)

Companies must enter into a separate ASP 1 Authorisation Agreement prior to applying for individual authorisation of their employees or subcontractors. Employees or subcontractors requiring authorisation must then enter an Individual Agreement for Ausgrid Authorisation. Information on the training requirements for Level 1 ASPs can be found in Annexure B of ES4 - Accredited Service Provider Authorisation. Please note that some training must be completed with Ausgrid while some regulatory training can be completed with an approved Registered Training Organisation (RTO). A summary of the training courses and how to book them with Ausgrid can be found in Annexure P of ES4 - Accredited Service Provider Authorisation.

To request individual authorisation, please submit  Annexure A - ASP 1 application form along with the copies of the required training and qualifications certificates to level1asp@ausgrid.com.au.

ASP 1 Authorisation sessions

ASP 1 individual authorisation sessions are generally held on Tuesday mornings alternating between Oatley and Somersby depots. Please ensure you allow up to four weeks from the submission of the completed application for an appointment.

Level 2 Accredited Service Providers (ASP 2)

Companies and individuals must enter an ASP 2 Agreement for Authorisation for both the company and each of their employees. For information relating to the ASP2 authorisation process please see chapter 11 of ES4 – Accredited Service Provider Authorisation. Information on the training requirements for Level 2 ASPs can be found in Annexure H of ES4 – Accredited Service Provider Authorisation. Please note that some training must be completed with Ausgrid while some regulatory training can be completed with an approved Registered Training Organisation (RTO). A summary of the training courses and how to book them with Ausgrid can be found in Annexure P of ES4 - Accredited Service Provider Authorisation.

Level 3 Accredited Service Providers (ASP/3)

Ausgrid has established an authorisation scheme to allow further implementation of efficiency initiatives for the provision of design information, delivery of contestable works, and to ensure secure access to Ausgrid’s network information. This authorisation scheme requires ASP 3 individuals to be authorised to access Ausgrid information for the purpose of the preparation and submission of proposed design scope and contestable designs within Ausgrid’s distribution area.  For information relating to the ASP authorisation process please see chapter 13 of ES4 – Accredited Service Provider Authorisation. Note: If the applicant has not previously registered with Ausgrid’s training section, they will need to complete the ASP3 Training ID Information Form and submit it to asplevel3@ausgrid.com.au to have an account created prior to attempting the Information Security Policy Awareness training. Please allow up to 4 days for this to occur.

The completed ASP 3 application form along with the required supporting documents are to be submitted to asplevel3@ausgrid.com.au.

Field Recording of Network Assets (FRNA)

Individuals who are required to perform the field recording of network assets must be authorised, for information relating to the Field Recording of Network Assets authorisation process please see Chapter 8.9  of ES4 – Accredited Service Provider Authorisation

To request authorisation, please submit Annexure S – Field Recording of Network Assets Authorisation Application Form. The completed application form along with the required supporting documents are to be submitted to ElectricalAuthorisations@ausgrid.com.au
