A major upgrade of the Willoughby substation, including early works for new high‑voltage feeders.
Project overview
The Willoughby Subtransmission Substation has been part of the local electricity network since 1968. The existing building housing existing 33kV switchgear and associated equipment are reaching the end of their serviceable life and need to be replaced.
As part of this upgrade, Ausgrid will construct a new 33kV switchroom at the front of the site near Campbell Street. New electrical equipment will be installed and commissioned, with cables relocated from the old switchroom to the new facility. Once these works are complete, the old building will be demolished.
The substation supplies electricity to homes and businesses across the area, including via the Chatswood and Gore Hill zone substations.

Timeline
2026 — Preliminary works
Before construction can begin, Ausgrid will complete vegetation clearing, investigation work, and the relocation of existing underground assets. These works started in March 2026.
2027 — Construction begins
Construction of the new switchroom building and installation of new electrical equipment is expected to commence in 2027. Further notifications will be issued ahead of this stage.
2027 onwards — Staged works and commissioning
Installation and commissioning of the new equipment, transfer of 33kV feeders from the old to the new switchgear, and decommissioning of the existing infrastructure will be carried out in stages.
2033 — Finalisation of the works
Demolition of the existing building and completion of the works.
What to expect during construction
We will notify the community before each stage of work, outlining what is planned, any potential impacts, and what we are doing to keep disruption to a minimum.
During works you may expect:
- Some noise and disturbance, particularly during excavation and construction — we will work to keep this to a minimum
- An increase in vehicle movements near the substation
- Temporary changes to parking or access near the work area
Work will take place between 7am and 6pm Monday to Friday, and 8am to 1pm on Saturdays.
Access to driveways and properties will be maintained at all times, unless arrangements are made in advance.
Environmental assessment
Under the Environmental Planning and Assessment Act 1979, Ausgrid is the delegated authority to self-assess this project. An environmental assessment has been completed in accordance with the relevant requirements for this type of infrastructure works.
Next steps
Preliminary works including vegetation clearing and underground asset investigation are underway in 2026. Construction is expected to follow in 2027. We will keep this page up to date and notify nearby residents and businesses ahead of each stage.
